To qualify for four stars, the following criteria must be fulfilled:

The hotel must have an à la carte restaurant, minibar/room service, hotel staffed 24 hours a day, international TV channels, all guest rooms must have an internet connection, the hotel must offer photocopying facilities and laundry service, and furnishings must meet certain comfort requirements.
